Oulu in numbers

At the end of 2025 Oulu had 141 438 residents aged 20–69, and 60 808 of them (43.0 per cent) did not live with a spouse or cohabiting partner at the same address; nationally the share is 41.9 per cent. That is not a count of singles, because it includes couples who live apart and adults who live with their parents (how we count).

Among those who do not live with a partner there are 118 men for every 100 women, against 115 nationally. Only Vantaa has a higher ratio among Finnish cities with more than 100 000 residents. The ratio is highest in the thirties, at 148, and is 130 in the twenties. In the fifties the sexes are almost level (102), and in the sixties women outnumber men: 74 men for every 100 women.

A first language other than Finnish, Swedish or Sámi is registered for 14 923 of Oulu’s 217 469 residents (6.9 per cent; Finland: 11.4 per cent). The figure covers every such language, so it says nothing about English speakers in particular.

Meeting people in English in Oulu

The city’s service for newcomers is International House Oulu (IH Oulu), run by BusinessOulu, a public utility of the City of Oulu, at BusinessAsema, Uusikatu 52. Suomi.fi lists its advice in Finnish, English, Arabic, Chinese, Somali and Ukrainian. Its Welcome Office, free for international people moving to Oulu, gives guidance on subjects including working life, study, health care and living. Opening hours differ between IH Oulu’s pages and Suomi.fi, so check before going.

Café Lingua, arranged by the University of Oulu’s Languages and Communication Unit, is open to non-students: its page welcomes “a resident of the Oulu region” as well as students and staff. It meets on Wednesdays, 17–19, at Restaurant Mustikka on the Linnanmaa campus until 16 December 2026 (not on 21 October) and again from 13 January 2027. English is among the languages named, and casual visitors need not sign up.

Villa Victor, the city’s multicultural centre at Oulu10, Torikatu 10a, holds a drop-in Coffee Club on Wednesdays, 14–16; Suomi.fi lists its service languages as Finnish and English. IH Oulu has announced a free Board Games and Networking evening, open to everyone, for Monday 19 October 2026, 17–20, at Technopolis Ydinkeskusta, Sepänkatu 20. The announcement, in English, names no language for the evening.

We found no recurring singles event held in English in Oulu on 4 October 2026, and no recurring language café at the city library. Visit Oulu, the official travel guide, has an English events page, and dating in Finland as a foreigner covers sites and apps that work without Finnish.

Where singles meet in Oulu

Oulu’s parishes run a singles group for adults who live without a partner. A parish article of 13 May 2026 says it began about three years earlier and aims at company more than romance; members have eaten, played games, heard expert talks and visited cultural sites together. We found the group described in Finnish only, with no dates for autumn 2026. The parishes’ English page says most of their activities are in Finnish, and that people are welcome to join even without a common language.

On 2 October 2026 the national calendar sinkkutapahtumat.fi, which is in Finnish, listed no event in Oulu.

  • Oulu Market Hall: coffee or lunch under a roof beside the Market Square, in a building that has served customers since 1901.

Dating apps in Oulu

In Google Trends’ comparison of Finland’s 18 regions over the last 12 months, North Ostrobothnia ranked 6th for the search “tinder” and shared 11th place for “deitti”, the Finnish word for a date. In the Yle and University of Turku survey, 53 per cent of adult Finns had at least tried a dating service, and 60 per cent of those who had used one had used Tinder.

Apps sort profiles by distance and age range, and among Oulu residents who do not live with a partner the ratio falls after the thirties: 148 men for every 100 women in the thirties, 102 in the fifties. That describes the population, not app users; no service publishes user counts for a single city.

Tinder is available in English. The Finnish services we have checked, among them E-kontakti, Deitti.net and Seuraajokaiselle, have no English interface; dating in Finland as a foreigner explains the options, and dating site prices 2026 lists what they cost.

First dates and safety in Oulu

Meet in a public place, tell a friend who you are meeting and where, and arrange your own way home. Never send money to someone you have not met in person; romance scams in Finland describes the usual stages of that fraud.
